Where can I find information on a Federal Law pertaining to an employer being legally bound to release performance evaluations upon request from another employer or myself? Or is there such a law?

There is no such federal law since the United States Constitution doesn't give the federal government such authority. Rather, that is purely a state government matter. That means your fastest way to learn about this is to contact a local employment law attorney to find out what your state laws are in this matter. Try finding one at https://attorneypages.com
