fired, never paid promised raise for recent promotion

I was recently fired, under very questionable circumstances. 4 months earlier I had been promoted to manager of dept. and was promised a raise, but never given opportunity to negotiate appropriate increase. After receiving my last paycheck and 2 weeks severance, I sent a certified letter requesting back pay for about 700hours for at least $2.00/hr. My employer sent me a check for $700 saying that they only owed me $1.00.hr. Can they do that?
