How did you come to that conclusion?

What is sexual harassment in the workplace?
Sexual harassment is unwelcome sexual advances, requests for sexual favors, and
other verbal or physical conduct of a sexual nature that is
(a) used as a basis for employment decisions
I used the word could- there was no conclusion reached. There are many scenarios where what was described would fit under that definition of sexual harassment.
There are also many scenarios thats would not.
The op provides no details of the circumstances, only a broad question, so there is no basis to form any conclusions at all.
Does that clear things up?
