What is the name of your state? The company is in Texas, the employee lives in Georgia.

Is an employer obligated to pay a fired employee for his unused, paid vacation time?

Georgia does not require it.

For that matter, neither does Texas, unless a written policy states that it will be. But since Georgia is the relevant law here and GA law does not address the question, unless the employer chooses to pay it out, that's all she wrote.
