is it possible for an employer to be required to accept responsibility if they harrass an employee to the point of a nervous breakdown?
After becoming aware of the employee's "panic disorder" the administration began to harrass in a variety of ways:
The employee was made to sign in and out of work, a practice followed by no one else in the office;
The employee was mocked for limping after an injury required the use of a cane for walking;
The employee was confronted by an angry supervisor repeatedly and without cause;
The employee was accused of abusing her staff, again no cause and no due process;
The employee was told to perform duties she was physcially incapable;
The list goes on, but eventually the employee was unable to perform her duties and took family medical leave which may result in permanent disability.

With a pre exsisting condition, would it be possible for the employer to own some of the blame here?

Do you have any medical evidence backing up your claim?

Anything's possible. As seniorjudge aptly observed, you will need one or more medical professionals to substantiate that your medical problem was caused by work. (By the by, "nervous breakdown" is not a medical diagnosis.) If a doctor/psychologist has determined that your mental health problems were caused by work, then what you do is file a worker's comp claim.
