California. Is it legal for an employer--public & private--to require that applicants be bilingual.

I would think that if being bilingual were a bona fide qualification to fulfill the job, that it would be legal. Unfortunately, it does "lock out" a large group of people, which, in and of itself, I do not think should be legal. However, California has a lot of "strange" laws. Your best bet for an answer to this question would be to call your State's Human Rights Commission and ask.
