What is the name of your state? Virginia

What are the legal implications of a hiring panel that includes a prospective candidate? This hiring panel was selected by a local city government to fill an executive/director level position within that locale.

And what - if any - recourse is there for the non-selected candidates when the candidate that sat on the interview panel is selected for the position.

There are no "legal implications" to this type of situation. While having a candidate sit on the hiring panel may seem wrong and unethical, it's not illegal.

That is what I guessed. This was such a shock since this was a very formal national search, multi-phase assessment process. I had never dreamed that one of the internal candidates would be allowed to then sit on the final review panel to judge his competitors and pick himself as the best qualified.
