My husband went on 6 job interviews with a national company. The last interview he was told that usually the position he was getting required a college degree. They offered him the position but told him that he would have to finish his degree before he could be promoted. The told him"welcome aboard" and told him to go ahead and give his notice at his current employer of 14 years and that he would begin work on March 7th. He was to get a background check and drug test. After 3 days, he still had not received his FedEx with the drug test/back ground check info. They kept telling him it was on the way. Finally, yesterday he asked what the hold up was. They told him that there had been a mistake and since he didn't complete his college degree, they have taken back the offer. My husband has already given his notice as they instructed. He can ask to retain his job but this has greatly hurt his reputation with his current employer. Do we have any recourse? There was an implied contract.

There was an implied contract. No, there wasn't. There was a job offer which your husband accepted and then acted upon in good faith. The question is whether your husband has a claim for detrimental reliance. That's something he will need to discuss with an attorney however if he is able to rescind his resignation and keep his present position, he will have virtually no damages and therefore no claim to pursue.
