husband just got laid off...

My husband just got laid of in PA. He ahd worked for the company for almost 1 yr. It was exactly 2 weeks and 3 days until the 1yr ann. at which time he was supposed to recieve a raise and 1 week paid vacation.
Any way we just found out that the company is hiring for his position after on his layoff papers say they are downsizing.
They are not paying the new employee any less than what he was making at the time of being laid off. The new person will recieve the same benefits as he had and everything.
He is recieving unemployment compensation but it does not come close to what we where making before.
Does he have any rights? He is trained and one of the best employees they ever had. He was an account manager and his deliquiency rate was almost 0 every week. Why would someone fire their best employee? Can they lay him off and then turn around and hire someone at the same rate of pay? Can he sue?
He has already turned them in to Labor Relations because they refused to pay him for the last week he worked there. They eventually paid him after he told him he filed claim.
