What is the name of your state (only U.S. law)? California

If the corporate policy for a company says that the job must be posted a minimum of 10 working days, can an offer
be made to one of the applicants on the tenth working day, or do they have to wait until the 11th working day (question mark).
(this is at a corporation, not a government job).
