What is the procedure to be in federal compliance with posting a job vacancy? Is it required that a job vacancy be posted in a newspaper? Or can an employer just post a vacancy on thier own website?

There are no Federal, or state, laws that a private employer is required to follow with regards to job postings. They may post in as many or as few places as they choose, or not at all. No law requires private employers to ever post any jobs, let alone that the post them in any particular media, unless there is a bona fide contract covering the employees that says otherwise.
