Under the American at-will employment concept, American employers may fire their employees for pretty much any reason at all, except for those few reasons prohibited by law. Fired for being a mystery shopper who "fails in successive shops within a particular time" is not a reason prohibited by law.
It would be more accurate to say that there isn't any law which would prohibit the employer from firing their employee. There does not have to be a law giving the employer permission to do so - the absence of a law prohibiting it is enough to make it a legal firing.
Not a hard concept. The management expects certain actions of their employee. When multiple shops assure them employee is not compliant with their requirements they terminate employee.
