I have just been told that I have three weeks left until my position no longer exists due to downscaling. I have not been offered a severence package and have been told that none will be offered to me. Is that legal if the company is not going out of business? This is in California.

In CA, employers are not obligated to pay a severance. The only exception is if you have a specific contract promising such.
