layed off, then let go, hire someone new

What is the name of your state? Michigan

I was working at a job and when we got slow the owner said she was laying me off because there wasnt enough work to do and that they would call me back when it picked up.. Last week i got a call and said that they were letting me go and that they hired someone else... Can they do that when there was nothing wrong with my performance....

Unless you are covered under a collective bargaining agreement that requires the employer to call you back to work in this situation, no. It's unfortunate that he went back on his promise, but there is no law that says he must hire you back in lieu of hiring another person.
