Is it legal for an employer to change your job description without
giving you more pay beause of a layoff?

Yes.

Employers don't have to have job descriptions in the first place, nor are they ever required to give anyone a pay increase unless an employee is being paid minimum wage and minimum wages increases due to an act of Congress or your State legislature.

P.S. It's also perfectly legal for your employer to give you additional responsibilities because they've cut jobs and people.
