Given that employers can fire you for not being tardy just as legally as they can fire you for being tardy, I hardly think that a "tardy grace period" would be enshrined in law.
No. There is no law granting you x minutes that you can be late without being considered tardy. If you are due in at 8:00 and you come in at 8:00:01 you can be considered tardy and the law will not have a thing to say about it.
