What is the name of your state (only U.S. law)? Oregon

A large federal contractor has offered me a temporary job. I will be working in Oregon and payrolled through an employment agency in Washington state.

As a condition of accepting my job application, the employment agency required me to sign an agreement authorizing a payroll deduction as a donation to a certain charity. It is a 501c charity and not a union. I have an email from the employment agency (not the federal contractor) stating that '[the deduction] is mandatory for [this program]."

Can they do this? If not, what should I do? I need this job, and am afraid of retaliation.
