Severance is offered entirely at the discretion of the employer. As long as it's not being offered based upon a discriminatory factor (age, race, gender, religion, etc.), an employer can handle this however they want. They are under no obligation to offer you severance because you can't accept the job they're offering.
Given the distance you'd have to commute, you may still be eligible for UC benefits even though you turned down the job. You can call your local unemployment office and inquire what your State's UC rulings typically are on this issue.
