Memo vs. policy

Arkansas here. I am a fire captain and a paramedic with a municipal department. Two years ago, my chief handed out a memo that said all current paramedics had to remain paramedics, but at the end of the memo he states that all employees prior to the memo date had to be at least an EMT-Basic. Our adopted policy states that a firefighter must be an EMT-Basic. No where in the policy does it state a person must be nor has to remain certified as a paramedic. I am planning on dropping my paramedic certification down to the EMT-Basic level. However, I am afraid that he will try to fire me when I do so. Communication with him is out of the question because he does not believe in talking with most of his employees. Is a memo legally binding if it has not been adopted as a policy?
