misconduct connected to work-related illness

Can a federal employee be terminated for misconduct caused by a work-related illness? For example: Pentagon employee diagnosed with Post Traumatic Stress Disorder and severe depression due to 9-11 attacks later while still on medication for said illnesses has a breakdown off duty resulting in misconduct and involuntary hospitalization for same illnesses. Employee with 21 plus years of government service and no prior history of misconduct whatsoever.
