our employer assigned an employee a supervisory position that we never had before. is there a law that states that the job should have been posted for anyone in the office to apply for it?

No. Barring a contract that says otherwise, nothing in the law requires an employer to post ANY jobs. It is entirely up to company policy whether to post jobs and if so, which ones.
