Hi, my wife started at an insurance agency and signed a non-compete agreement so the employer would pay for her license. There was a territorial attachment when she signed it. Here recently her employer went through a problem with another employee missing that attachment so the employer made one up and attached it and also took the one off of my wifes and put the same one on her's. Is that legal for her employer to alter the non-compete contract 5 years after she signed it?

No, a contract cannot be changed after it is signed. Hopefully, your wife still has her copy with the original attachment.
