are there laws regarding employees performing job responsibilities of a higher grade level such as a manager position with greater responsibilities and more complex duties for over a year without being compensated or reclassified to the higher job level?

Barring a bona fide contract that says otherwise, the only time your employer is REQUIRED to give you a raise is if you are working for minimum wage, and minimum wage is raised by either the state legislature or an act of Congress. It doesn't matter how many added responsibilities you take on; there is nothing in the law that says they have to raise your compensation.

That's not to say it wouldn't be entirely appropriate for them to do so, but they don't HAVE to.
