In Seattle, Washington, am I entitled to be paid for my accrued vacation time if I am either laid off or quit?

I tried searching Washington states databases but am totally frustrated!

Only if the company handbook or policy so specifies. It is not mandated by law (which is probably why you can't find anything) but companies in WA are required to follow their policy.
