What is the name of your state? CO

I am working at a place that has 3 designations for jobs... i.e. a position 50, 52, and 53. The three positions get paid differently with the 53 being the highest. Now is it legal to require a position 50 to learn, and be proficient at the 52 position, yet does not pay them the 52 pay?

Sure. If you are working in the private sector, then what you describe is a pay system put together by the employer and is completely arbitrary. They can change or amend it at any time or completely disregard it if they wish to. Nobody is ever required to be paid more than minimum wage.
