When a position states Master’s degree in Counseling, Student Services, Personnel Management or other appropriate discipline preferred. At least five years of experience in higher education career services desired. Does this mean they can hire out side of these qualifications, such as a year in higher education and a bachelor degree?

Read what you posted (and look up some words in the dictionary).

"Preferred" and "desired" do not mean the same thing as "required."

The general catch all "or other appropriate discipline" also leaves things wide open.
