What is the name of your state? Alabama

On December 21, 2007, my employer called my sister and notified her they they would not be renewing MY contract for 2008. Is this a violation of the Privacy Act of 1974? My sister is not in a position where she would need to know that information.

Uh NO! it's called The Computer Matching and Privacy Protection Act of 1988 now and only applies to records held by an "agency"

Your employer has the legal right to tell anyone it wants (including, but not limited to, your sister) that it has decided not to renew your contract.

Short answer - no, it does not.

Nor does it violate any other privacy law.

Thanks all for your prompt and timely response. While it did not violate any laws, I do think it was very unprofessional and tacky.
