I live and worked in the state of Georgia and was laid off.

I was told via e-mail (per my request) by my employer that I would receive severance. However two weeks before I was to receive the severance payment, I received another e-mail from my former employer stating that I would not receive severance.

Do I have legal rights to the severance pay that I was promised?
If so, would it be in small claims court?

Unless you had a contract or CBA that says otherwise, severance is not mandated by law in Georgia or any other state. I suppose it's barely possible that your state might consider an e-mail an enforceable contract but I wouldn't count on it. Ask the GA DOL.
