In California, can I be terminated if I refuse to submit false reports to government agencies (EPA, AQMD etc)? If I am terminated, do I have any recourse?

Violation of law

If your employer asks you to do something that clearly violates the law and then fires you for refusing, you would have a cause of action for wrongful discharge against public policy. Submitting false reports to government agencies is certainly a violation of the law.
