What is the name of your state? utah.
My wife was offered a position with a charter school. After some discussion, an initial annual salary was agreed on, with mention (but no specifics) of a raise when she receives her MEd in December. The school pressured her to make an immediate decision, and she accepted, cancelling two interviews with other schools in order to do so. Two days later the school e-mailed indicating that they had less money than they thought and that they would pay the initial salary for one year (no mention of the raise) and that her pay would be cut 10% the following year. They indicated that taking the position for only one year was unacceptable. Is there any action we can take?

Other than your wife kicking her job search back into gear and looking for a position with terms more to her liking, no.
