I was offered a supervisor position in California. About 6 hours later, I was told that the company needed more time to think about their options and so they "took back" their offer. I would like a confirmation of whether or not this was a legal act on their part and what actions I could take.

You don’t have much to go on here. If you did not accept the offer before they “took it back” then they had a right to do so. An offer is not binding until it is accepted.
