my brother-inlaw installs garage doors for a living. his company changed a rework policy to one that requires him to do it on his own time. And if for some reason he is unable to, they take $25 out of his paycheck for every incident he is unable to take care of. is this a legitimate policy. his company also changed a tardiness policy, If you are a minute late they dock your paycheck 1/2 hour, but... your are expected to work the rest of the 1/2 hour for free. this just does not sound right to me. i would appreciate any info on this matter. thanks in advance.

No, it's not all right. He must be paid for every hour that he works. It's unlikely that the $25 deduction is legal but I can think of a couple of ways it might be. You'll have to ask the state DOL to be sure. The 1/2 deduction for a minute late is definitely illegal, and the state DOL is the place to report it.
