Hello

If, during a layoff, some employees are retained but are expected to relocate at least 70 miles from their present home, can the retained employees decline the relocation package and get the severance package that was given to the severed employees?

Yep, your employer has no obligation to offer severance at all. Whether they'll extend severance to those employees who decline jobs at another location is entirely up to your employer. You need to ask them.
