I would like to know if an employee can sue his/her Company for lack of training/support processes that prevent the employee to achieve his/her job efficiently.

Also, can an employee sue his/her manager, or the Company, if the manager wrote libel about the employee ? (assuming that the employee's contract is "at will")

Thank you in advance for your answer.

"I would like to know if an employee can sue his/her Company for lack of training/support processes that prevent the employee to achieve his/her job efficiently." No. Nothing in the law requires a company to provide training or support; nothing in the law requires an employer to maximize an employee's achievement capability.
