What is the name of your state? California

I applied for a job posting almost a year ago, that was vacated by a person who was laid off because her job was being "redefined" to meet needs requiring a higher level of skill sets. I was awarded the job, which was a promotion for me, and was told so, by the interviewer, but also cautioned; that, since I had just received my annual performance review, and a good one, I should not expect another raise to go with the promotion. Now, I've been working this new job for ten months, and a new org chart was published, showing me with the old title. When I inquired, I was told, "who told you, you were promoted?" My question; if the job was posted at a given title, and I was awarded the job, shouldn't the question be; "who told me that I would be accepting the job at a lesser title?" They're telling me there is no paperwork in HR, so that's proof there was no promotion; to which, I respond, since wen was it the employee's responsibility to see that the HR paperwork was completed in a promotion?

Do I have any rights in this matter?

You have the right to continue your job. No law states that you have the right to a specific job title. I'm confused myself.
