My husband was working full time and his boss told him that he couldnt use him full time anymore and gave him a weeks severance pay..Will he be able to draw his unemployement??

Was your husband let go? or bumped down to part time? If he does qualify for UI he can probably start claiming after the week's severance pay, both if he was let go or is part time now.

How severance affects unemployment is entirely state specific. All he can do is apply; the UI office will tell him how it will affect him. The worst case scenario, however, is that he will not be able to draw unemployment until the severance runs out. It will not disqualify him altogether.
