Is it legal for management or HR to discuss employee salary, benefits, hiring, firing, status - framed as gossip with employees who aren't management? 1. Yes, because there is no law prohibiting it. It may be unprofessional, but it is not illegal.

2. What "rights" are you talking about? Privacy rights? Pretty much, the only "privacy right" that may come into an employment situation is for medical information IF HIPAA applies (and maybe FMLA).
