Can a previous employer disclose my current wage to a prospective employer when the prospective employer is doing their reference check? And if my previous employer does disclose that are there any legal actions that can take place?

It is completely legal for your employer to disclose wage information. There are no legal actions you can take since there is nothing illegal about it.
