what to do when a former employer won't verify previous employment

My question is: What recourse does a former employee have when a former employer will not verify employment dates, job title , etc., when potential new employers contact the former employer?

I recently resigned from a position under not altogether favorable circumstances. At my exit interview, my employer stated she would not "bad mouth" me to potential new employers. It has come to my attention that, although my former employee is not "badmouthing" me to new potential employers, she is not returning phone calls from potential employers when they call to verify employment dates, etc. She simply makes herself unavailable. (Passive-aggressive, isn't it?) What do you suggest I do next? Frederick
