A friend turned in her boss (a medical doctor) into the medical governing board for Washington state (i.e., NOT a state agency) for illegal drug use (apparently he's an addict that self-prescribes). Once the medical board approached him, he found out who turned him in and he fired her. Does she have a case of wrongful termination?

Yes she does. She should hire an attorney that specializes in wrongul termination cases. Additionally, she should file a complaint with the State regulatory agency to ask that his license to practice medicine be forfeited pending an administrative hearing. Doctors on drugs ain't so good.
She may also have a claim against the medical board for violation of privacy.
