I am considered an 'at-will' employee by the City I work for. My question is this:

1. Why is it, that when I work more than 8 hours a day, I recieve no overtime?

2. Also, back in 1997, my city allowed my to work 70 hours one week and 10 the next, but never more than 80 over a two-week time period. Is this legal?
