Withholding pay for exit blood test

Can my employer withhold my last paycheck (I resigned) if I refuse to take an exit blood test? He is worried about being sued later for exposure to lead contamination. When starting this job I signed a confidentiality-intellectual property agreement and it has no provision for requiring a blood test. Thanks.
