What is the name of your state? PA

Would it be wrongfull termination if your employer told you they were laying you off, and doing away with your department; then you find out a few days later the department is still there with a new less senior employee.

Also, is it acceptable to be laid off when you have more seniority than other employees?

No. Wrongful termination is a legal phrase which means you were discharged in violation of a specific law or public policy, neither of which occurred in your case.

Yes, unless you were working under a union contract which required lay-offs in order of seniority.

No laws dictate what criteria an employer is required to use in determining who will be laid off. The law only says that there are specific reasons that can't be used when making employment decisions: gender, race, national origin, religion, disability, age (if over 40), in retalation for exercising a protected right such as taking FMLA, filing a WC claim, making a good faith complaint to a government agency, and so on.
