Leaking pipe in condo, who is responsible?

What is the name of your state (only U.S. law)? IL

My stituation is pretty complicated so bear with me. I live in an upper level condo with 4 garages below me. One day a neighbor got in touch with me to tell me that the ceiling of his garage was getting wet. Above him would be my utity room that has my furnace, hot water heater, washer and dryer. I checked all the appliances for leaks and nothing was leaking. The condo association was contacted but they were little help and told us that there was a leak and we should find it. It was a mystery for a couple weeks until my neighbor told me it was getting worse. I took it in my own hands to hire a contractor to come find the leak. The leak was found and it was my main water line coming in from the city. The city was notified and they immediately came out and fixed the leak. The resulting damage rotted my sub floor and rotted some supports for the floor. I had no idea there was anything wrong because it was a slow leak in the wall which over time did a lot of damage.

Who is responsible for the damage?

My insurance company said they will not cover anything but the associations insurance company will cover some. Does the city have any responsibility in this matter?

I don't have thousands of dollars to fix the damages and I thought home owners insurance would cover any loss of damage.

Any help would be appreciated. Ask any questions To help fill in any gaps I have left.

Thanks in advance.

YOUR condo insurance would cover damage to YOUR unit, after your deductible is satisfied. However, the question is what parts of YOUR unit were damaged, and of those parts, which are covered by your condo policy? What is your Coverage A?
