Not quite true, but the OP gets the idea. Flood insurance doesn't cover all water from the ground. Specific "things" have to be met:
A flood is a general and temporary condition where two or more acres of normally dry land or two or more properties are inundated by water or mudflow. Many conditions can result in a flood: hurricanes, broken levees, outdated or clogged drainage systems and rapid accumulation of rainfall.
So, if only this persons land is inundated, but not the neighbor's, then flood insurance doesn't cover it. Also, if they've got an HO5, it could be covered. But, since OP started a new thread instead of adding to the original one, I don't know what type of policy OP has.
