What is the name of your state (only U.S. law)? Oregon

Am I at risk if I hire some to clean my rain gutters, and their company is not licensed, bonded or insured. It is a local guy who just started his own "window
and gutter cleaning service". He says he usually signs a wavier for peolpe who
are concerned about that.

Um...yes. If he hurts himself, you could be liable. If he damages your house, you will likely end up having to pay for it since he's uninsured. RUN. Find someone licensed, insured, and legal.
