Texas. Can I get damage estimate from insurer?

Texas. I had a tree fall on my carport. The insurer has proposed a settlement which sounds a bit low. (I'm a residential contractor and this is a replacement value policy). I have asked them to give me a copy of the estimate used to arrive at this number. While they have not said no they still have not said yes either and the agent, adjuster, and the insurer all seem to think that might be the other person's responsibility.
My question: Under Texas law am I entitled to this information? Follow on: Any thoughts on which of these three might be required to give it to me upon request? Thanks in advance for any help.
