Is it true the mitigation work is not necessary to be approved but the rebuild does?

What is the name of your state (only U.S. law)? GA
A house had water damage due to the burst pipe. The insurance adjuster came and wrote an estimate for the mitigation and rebuild work and then issued a check. The Water Removal Company said the mitigation price will be higher than the adjuster's estimate. I do not know whether the insurance must review and approve the Water Removal Company's estimate before they can start work. The Water Removal Company said it is unnecessary to have the mitigation work reviewed and approved but the rebuild may be. Is it true? If so, does it mean the home insurance must pay what the Water Removal Company charges regardless how they mitigate the water damage? Thank you for your answer.
