I received my green card in march 2009.
I married a U.S. citizen in july 2006 and divorced him last week.

Can I apply for U.S. citizenship now under the 3 year marriage rule?

I assume if you had a conditional green card, it has been converted to a regular one by now.

If you are divorced at the time you apply for naturalization, you must have five years of residence, not three.
The reduction to three years is only valid if:
1. You are married at the time of your naturalization ,
2. You have been married (to the same person) for three years, AND
3. They were a citizen for that duration

You are not eligible to apply under the 3 year rule since you are not now married. You have to be a permanent resident for 3 years AND be married at that time in order to apply under the 3 year rule. Otherwise, you have to be a permanent resident for 5 years.
