We are a corporation registered in Texas. We plan to hire a foreigner and start PERM process. But the work place is in New York. Which state of labor department should we contact? Determine the prevailing wage in NY or TX? Please advise. Thanks.

I would advise you to consult with an attorney. One should do that when one wants hire "foreigner".
